Services for Rural Residents

MOPAS actively implements measures for residents in remote areas concerning safety, improvement of living conditions and tax benefits

Safety measures for rural residents
  • Emergency support centers code-named 119 have been established in 175 counties and villages with limited access to medical services.
  • The Ministry also conducts rescue activities throughout 16 cities and provinces and dispatches doctors in medical emergencies.
Tax benefits for the low-income families
  • The Ministry helps low-income households in financing and tax matters.
  • People purchasing farmland for the purpose of farming are granted 50% reduction in acquisition and registration taxes.
  • Vehicle acquisition and registration taxes are exempted for households with three or more children under the age of 18.

Improving the living environment for rural residents, making their communities better places to live
  • MOPAS creates better environments in the less developed rural areas by constructing community centers to improve residents' quality of life.
  • Through the Project Hope (public work program), 88 community centers are to be built in 47 towns and city districts.

Encouraging Community Business Initiatives in rural areas
  • MOPAS encourages Community Business projects to be carried out in rural regions to increase income as well as to reduce unemployment rate.
  • As pilot projects, MOPAS finances a total of 232 community business projects, including green walkways, housing renovation and specialized villages.
    *Community Business Initiative: A project aimed generating income and employment by developing and marketing local specialty products.
Promoting regional Hope and Work Projects that contributes to boosting regional economy
  • Information Network Village
  • MOPAS has established 358 INVILs across rural areas since 2001 to raise information accessibility for rural residents.
  • INVILs not only help narrow the digital divide, but also help sell local specialty products online, thus contributing to the income generation of local communities.
